ECRB Electricity Working Group (EWG)

The ECRB Electricity Working Group (EWG) was set up with the objective of supporting the establishment of an effective and competitive SEE energy market. The goal of the ECRB EWG is to overview regulatory environment, to discover legal and regulatory barriers and to develop best practice solutions for the implementation of a competitive regional energy market.

The EWG organizes its work into six task forces:

  • TF 1: Monitoring
  • TF 2: Regulatory Review SEE CAO Documents
  • TF 3: Regional Balancing Mechanisms
  • TF 4: Harmonised Wholesale Licenses
  • TF 5: Compatible Market Rules - Wholesale Market Opening
  • TF 6: Investments: Regulatory Incentives and Cooperation 

 In November 2009 the ECRB approved the indicative Work Program for 2010.

The work of the EWG in 2010 will focus on:

  • Monitoring: compliance with Regulation (EC) 1228/2003 and
    market monitoring in the 8th region;
  • regulatory framework for establishing a SEE Coordinated Auction Office
  • regional balancing;
  • proposals on compatible market rules and effective regional wholesale  market opening;
  • harmonization of trade licensing regimes;
  • wholesale market opening and compatibility of market rules;
  • Cross border cooperation of regulators related to investment projects of regional dimension.
